I wish to express my heartfelt appreciation for the establishment today of the "Three Principles on Transfer of Defense Equipment and Technology" by the Japanese government. These are principles instituted by the government under its National Security Strategy, as a replacement of its Three Principles on Arms Exports, and from the standpoint of the concept of proactive contribution to peace, based on the government's commitment to international cooperation.

It is my sincere hope that these new three principles will enable the Japanese government to conclude defense equipment and technology transfer transactions as those promoting its contribution to peace and international cooperation efforts in earnest and contributing to Japan's national security by conducting its regulatory reviews in a rigorous and transparent manner.
