Chairman Okuda's Press Conference

October 20, 2003

Following is the gist of remarks made by Hiroshi Okuda, Chairman, Nippon-Keidanren at a scheduled press conference on 20 October 2003. Translation is rush and tentative, and sequence of the gist does not necessarily coincide with words delivered.

(On Japan-Mexico FTA negotiation)
It is regrettable that Japan and Mexico could not agree in due time. As Japan has Korea, Thailand, and other FTA negotiations waiting, I hope the delay wouldn't affect other FTA negotiations. In any case, I hope Japan and Mexico resume negotiations soon.

(How manifesto of political parties are seen by Nippon Keidanren)
Nippon Keidanren wants to evaluate political parties from a variety of angles -- manifestos don't suffice. Better pictures of political parties could be obtained by evaluating their performance next year. At this moment, manifestos of ruling parties are closer to Nippon Keidanren's policy priorities, thus receive higher appraisal.
The most important election topic is the social security, including pension, medical insurance, long-term care insurance, and employment insurance. Parties must show the people their views of post-reform Japan. Political parties have differing opinion on timing and manners of using consumption tax as revenue source, but the most share understanding that the revenue shortage will occur unless consumption tax will be hiked.

(On "Environment (carbon) Tax")
Nippon Keidanren has been and still is against the Environment Ministry's attempt to "install tax first." I understand that Mr. Kitashiro's comment is based on his personal view and not reflecting organization's approval, and apparently our opinions differ.
