Policy Proposals  Environment and Energy Towards Conservation and Sustainable Use of Biodiversity - Recommendation for the success of the 10th Conference of Parties to Convention on Biological Diversity -

[ Summary ]

June 15, 2010
Nippon Keidanren

[ Recommendation ]

1. Promotion of biodiversity initiatives of companies

Nippon Keidanren (Japan Business Federation) presents basic principles of biodiversity initiatives of business community in "Declaration of Biodiversity by Nippon Keidanren" announced in March 2009. Even though scientific knowledge, objective indicators and data are not adequately understood or shared, we will actively engage in activities which contribute to conservation and sustainable use of biodiversity.

Nippon Keidanren and its member companies will;

  1. (1) promote diverse and voluntary actions and their reviews (Plan-Do-Check-Action cycle),
  2. (2) promote concrete and effective actions suitable to local situation as the very nature of biodiversity lies in geographical endemism,
  3. (3) contribute to biodiversity by using managements and technological resources which are in harmony with nature,
  4. (4) collaborate with various stakeholders including experts, NGOs and local communities and governments, and
  5. (5) cooperate to improve social awareness through environment education etc.

2. Expectations for the Government of Japan as the COP10 presidency

At COP10, based on the relevant scientific knowledge, the following points should be agreed with a basic principle to harmonize biodiversity conservation and economy.

  1. (1) Post-2010 biodiversity target should be flexible enough to enable actions suitable to local nature and ecosystems which are diverse and unique to each locality.
  2. (2) Scientific knowledge/data on biodiversity and ecosystems should be improved.
  3. (3) Mechanisms for supporting biodiversity projects should be established or enhanced. Such mechanisms could include supporting NGO projects and enhancing consultancy/advisory functions. In addition, financial supports through ODA should be strengthened.
  4. (4) As for the promotion of each company's efforts, by sharing "basic principles" such as "Declaration of Biodiversity by Nippon Keidanren", enabling environments should be developed for companies to voluntarily take diverse and innovative actions in accordance with each company's characteristics and situation.
  5. (5) In terms of economic valuation of biodiversity and biodiversity offset, prerequisites necessary to assess their effectiveness should be developed as a first step. Such prerequisites include accumulation of scientific knowledge and data, development of objective quantification methods and improvement of indicators.

Nippon Keidanren (Japan Business Federation), Japan Chamber of Commerce and Industry and KEIZAI DOYUKAI (Japan Association of Corporate Executives), in cooperation with relevant ministries, launched "Private sector engagement initiative on biodiversity" on May 25. Nippon Keidanren will continue to support its member companies to contribute to the realization of the biodiversity-friendly society.
